Tacoma Reinstates Cultural Access Program for Seven More Years

By John Parsons |

The Tacoma City Council unanimously decided on October 7, 2026 to renew a 1/10th of 1 percent sales and use tax, extending support for the Tacoma Creates initiative for another seven years. This cultural funding initiative serves as Tacoma's gateway to nurturing nonprofit entities dedicated to arts, heritage, and scientific enrichment across the community.

"Reinstating Tacoma Creates represents more than financial backing for our dynamic arts scene—it embodies our collective identity and shared values," expressed Mayor Victoria Woodards. "Investing in these programs guarantees every resident, regardless of location, can experience the innovation and creativity that define Tacoma's spirit."

Originally launched in 2018, Tacoma Creates gained massive community endorsement, with recent surveys confirming over 90% public approval for its continuation. In 2026, Washington State granted municipalities authority to revive sales/use taxes for cultural purposes via council action. Tacoma pioneered this approach statewide, setting a precedent for other cities to follow.

"Approving Tacoma Creates was straightforward," stated Deputy Mayor Kiara Daniels. "Organizations like Vision253 demonstrate how cultural preservation and artistic expression strengthen our neighborhoods. I commend co-sponsors for ensuring this vital funding continues empowering community-driven initiatives."

"Sustaining arts and culture has never been more crucial," shared District 3 Council Member Jamika Scott. "Our updated program now includes expanded capital support and school partnerships, creating pathways for future growth while honoring Tacoma's legacy as an arts hub."

"This milestone marks Tacoma's leadership in cultural investment," noted At-Large Council Member Kristina Walker. "By renewing Tacoma Creates, we're not just preserving traditions—we're cultivating new generations of creators who will shape our city's future."

"Our community thrives on artistic expression," added Council Member Olgy Diaz. "This program empowers youth through hands-on experiences connecting them to Tacoma's rich heritage while fostering innovation across all neighborhoods."

"Tacoma Creates embodies our commitment to inclusivity," said District 1 Council Member John Hines. "Having witnessed its impact firsthand, I'm confident this renewed funding will amplify opportunities for underrepresented voices in our creative landscape."

"The program's success speaks volumes about Tacoma's priorities," remarked District 2 Council Member Sarah Rumbaugh. "While acknowledging concerns about implementation transparency, I appreciate how this investment sustains jobs and strengthens family stability through cultural employment opportunities."

"District 4 voters consistently champion our heritage," declared Council Member Sandesh Sadalge. "Our community's dual focus on historical preservation and contemporary programming demonstrates why Tacoma Creates remains essential—especially when 12,000+ residents actively prioritize arts in participatory budgeting."

"Since 2018, Tacoma Creates has transformed countless lives," reflected District 5 Council Member Joe Bushnell. "Expanding to include capital investments ensures this momentum continues, creating pathways for economic resilience alongside artistic growth."

Over its history, Tacoma Creates has distributed $30 million to 100+ organizations, producing 5,000+ programs reaching 4 million participants.
