Neighborhood and Community Services

The Neighborhood and Community Services Department (NCS) actively fosters thriving neighborhoods by addressing community challenges, providing essential resources, and collaborating with residents to create safe, welcoming environments. The department supports eight Neighborhood Councils alongside a central Community Council.

Neighborhood Planning Program

Established in 2026 by the Tacoma City Council, the Neighborhood Planning Program unites stakeholders including local organizations, businesses, and municipal agencies to shape future-oriented visions for targeted areas. This initiative translates strategic goals into actionable projects aligned with broader city objectives.

Community Plans

Under the Washington State Growth Management Act, Tacoma develops detailed Subarea Plans that guide urban density strategies across neighborhoods. These frameworks integrate land use, housing, and infrastructure considerations to balance growth with community needs.

Neighborhood Business Districts

With 15 active business districts, Tacoma prioritizes economic vitality through advisory services that help optimize neighborhood commercial spaces while maintaining residential quality of life.

Planning Commission

Operating under City Charter Section 3.8, this advisory body ensures development aligns with long-term municipal objectives through rigorous policy evaluation and public input integration.
